In 1983, the United Kingdom makes the use of safety belt mandatory for the driver and the front-seat passenger. Thirty-two members of the Red Brigades receive life imprisonment sentences for the 1978 kidnapping and assassination of Aldo Moro. At the Soviet research station Vostok, the lowest ever temperature on Earth is recorded, –89,2 °C. The SFRY and Italy sign the Rome Agreement.
The construction of the road that connects Nova Gorica with the Goriška Brda region, a.k.a. the Osimo road, continues. The women’s national teams of Yugoslavia and Italy play a match at the stadium in Nova Gorica. The Nova Gorica Grammar School becomes the Secondary School Centre for Natural Sciences. Danilo Kiš publishes The Encyclopedia of the Dead. Feabcesco De Gregori releases the song La Donna Cannone. Tarkovsky directs the film Nostalgia.
The year marks the 40th anniversary of the 1943 Gorizia Front, which united Slovenes and Italians in the fight against the German occupiers.
The production 1983 is the epilogue of the year-long Dodecalogy 1972–1983.
